Can Condo ociation impose additional fees of $2,000 for "exterior repairs"?

We just received a surprising letter from our Condo ociation Board of Management that they have imposed the residents additional fees of $2,000, payable in six installments, for "repair and/or replacement of siding, shingles, fascia, soffits...", the essment effective July 1 (today). The essment of the fees is based not on actual work to be done in each particular unit, but "calculated based upon the percentage interest in the condominium of units." At the same time, the fence replacement already started about a month ago, new fences fitted in the old frames are ill fitting and ugly, and workmen told us specifically that at our unit nothing will be replaced as there is no need for it. Will we still have to pay $2,000 for the possible repairs at other condo units (nor ours)? And should there have been some contacting of the residents prior such "estimations" and commencement of work?
